Close Enough For Government Work?

I would have thought the National Weather Service computers would be programmed to correct errors as simple and obvious as this one:

We get this about three times a week here in Oklahoma. I suppose it’s because the person who gathers the hourly data (usually 8-10 minutes before the hour) isn’t the person who issues the forecast.
